"Expel magneto rotor with puller screw W 5030 (shop-made tool)."

I have this Matra tool 5030. It's a simple puller screw. When inserting it to the magneto shaft, I can screw it down to the end, but it is not hitting anything at the bottom and so there is no pulling movement done.
Is it necessary to insert some extension before using the puller screw?
Nothing mentioned about it in the manual.

If your screw isn't bottoming out, then yes something needs to be inserted. Caution...whatever is used must be hardened so that it doesn't bend inside the magneto...it'll ruin your day.

The puller I have is too short. Don't remember where I got it from. Will need to make a new one.
I see that MAX BMW makes them from a 10.9 bolt. That's a strong one and I can run one on my lathe.
Do you think I have to take the machined bolt through a heat threat? Or is 10.9 strong enough as is?
Is it possible to heat threat a bolt at all? I don't think that they are tool steel made.

He says grade 8.8 or 10.9. I thought a drill bit would be useful but he cautions against it as it can be brittle.
