NH observes an "older than 15 year no title issued" law. CA requires a title for registration or no registration at all. How do I get a title?

I called the CA DMV. Was on
I called the CA DMV. Was on hold for over an hour. By the time I was done it was too late to call the NH DMV... CA DMV was very clear: no title no registration. Will try NH DMV tomorrow. There has to be a way... What about those title companies? Anyone has any experiense?
Might want to call the DMV -dept of Motor Vehicles of the states in question. I bet they might have the solution.
